During a review of the US trade regulations by the WTO, a WTO report found that while average US industrial tariffs were low, in some sectors they remain high. While 38% of all tariff items were entered the US duty-free in 2004, the average for industrial goods was 4% but for textiles and apparel the average rose to 9% and ranged as high as 37.7%. For footwear the figure could be as high as 58%.
