Global players vie for Calcutta leather complex

Five engineering and consultancy giants are looking to construct the central effluent treatment plant (CETP) at the Calcutta Leather Complex, the largest integrated leather complex in the world. The five companies - Pollutech (Canada), Degrimont-Marubeni (France), UEM (US), Italprogetti Engineering (Italy) and OTG (France) - have submitted proposals for the CETP to ML Dalmiya & Co (MLD), the company implementing the project on a build-operate-transfer (BOT) basis. While a global tender on the CETP was yet to be floated, the foreign firms have offered their services to build and run the plant, which was now being designed by Unido, say MLD sources. According to the proposal from the French consortium OTG group, their engineering consultancy arm, Seurica Space, would design the plant, while construction would be done by OTG and the plant would be run by general utilities. Besides the CETP, the Calcutta Leather Complex has also received proposals for the central chrome recovery plant (CCRP), which would recover about 98% of chrome from the effluent for its reuse by the tanneries. Among the parties interested for the CETP, Italprogetti was also a specialist on CCRP. The MLD would float a separate global tender for the CCRP, to be designed by the Central Leather Research Institute, sources have revealed. The leather complex, expected to be completed within the next three years, is expected to involve an investment of Rs5,000 crore for leather and infrastructure projects in and around the mega-facility on the eastern fringes of the city. The relocation of about 586 tanneries from the city areas, as directed by the Supreme Court, are expected to be completed by July. The state government has asked companies relocating who have defaulted on the payment of instalments for their units in CLC to sign a bond agreement and deposit the unpaid amount with the government by April 15.
